This research will focus on the network criminals by Failure Mode and Effects Analysis (FMEA)with a hierarchical management model. Technology factor includes two subclasses: technology defectives and technology management. Law factor includes three subclasses: crime place, crime tool, and crime object. There are six dimensions about technology defectives: peripheral crime, internet fraud, hacking, output manipulation, input manipulation and program manipulation. There are four dimensions about technology management: site management, chat room management, download management and auction management. Network criminals as crime place have four dimensions: infringement of intellectual property rights, incitement to crime, violation of public decency and internet transactions. There are two dimensions for crime instruments: internet fraud and prejudice to the reputation. One dimension for crime object is detrimental to computer use. The network criminals pattern is not independent with calendar year within time-period 2001-2010. Most of high priority items by Risk Priority Number(RPN) of FMEA are technology management and defectives of network criminals through 2007-2010. The σ-ABC analysis shows that the items in class A and the σ-span for ABC analysis both increase since 2008. The items in class A are different from 2007 to 2010. Final conclusion shows that network criminals in Taiwan is dynamic diversity. The priority rank between RPN and case numbers are highly consistent from 2007 to 2010. Future management for network criminals should focus on the management responsibility of network police and improve the product management of network technology.
