And it will focus on different variables to discuss the differences between Teaching Quality, Students’ Learning Performance, School Public Relations, School Administrative Performance and School Effectiveness. Then we analyze the relationship of the above mentioned. At last, the study tries to prove the affect of these factors. The research use literature analysis and questionnaire. The samples were picked up 371 teachers from 241 public elementary schools in Kaohsiung City, and gained 358 valid samples. The data analyzed by various statistical methods and included : t-test, one-way ANOVA, Scheffe method, Pearson correlation and the multiple regression analysis. The results of the study show the more positive Teaching Quality, the better Students’ Learning Performance and the more positive School Public Relations and School Administrative Performance, the better School Effectiveness. After further discussion about the factors which may affect the School Effectiveness, we find as below: (1)The most important factor about Teaching Quality and School Administrative Performance result from Administrative Performance. (2)The excellent learning attitude of students will affect Students’ Performance and the relationship between teachers and students.
