If lack of motivation and learning strategies, it is easy to cause learners to be unable to continue learning and influence willingness to learn. Thus learning strategies and motivation to learn have become important issues in developing mobile learning. The purposes of this study and can be summarized by the following major points: 1. Summarize English teaching material service items suitable for use on mobile devices. 2. Multimedia English textbooks instant update service. 3. Design and implement multimedia teaching materials suitable for use on mobile devices. With self-learning and cognitive load theory as a foundation, utilize English teaching strategies and metacognition strategies, while taking into account the characteristics of mobile devices, though Android UI design, functional component, and data exchange technologies, develop English teaching materials suitable for mobile devices. In addition to contributing better Mobile learning experiences to learners for them to further understand their own learning mastery and achievement, the English teaching material service items suitable for use on mobile devices proposed by this study will contribute to the reference materials available to future research relevant to the further investigation of mobile English learning. Lastly, it is recommended that future research further focus in-depth study on the three aspects of collaboration functions, active push functions, and interactive voice functions.
