The document exchange center enabled what was traditionally manual labor or post-handled jobs to be internet-based, achieving a more efficient use of human resources within organizations. From as early has 2005 the center has handled over 16 million documents and seeing a dramatic climb to 94 million documents in 2012, saving roughly 600 million NTD in human resource costs alone, not to mention the large quantity of tangible resources saved such as paper. Based on the success of the government's uptake of the electronic system, governments are pushing for initiatives for private businesses and educational institutions alike to follow suit. Enterprises that engage in business with the government regularly have become aware of these changes and are looking for ways to update their system so they can better integrate data and document processing with the government. With this escalation in demand, the adoption processes for such systems will also be critical to the success to bridge this gap.
