碩士 === 世新大學 === 資訊管理學研究所(含碩專班) === 100 === In comply with the Government’s plan to promote Energy saving and carbon reduction policies, RDEC has been actively promoting governmental agencies to adopt the documents online signing system, implementing to file paperless format to reach the green goals of carbon reduction, and RDEC set a complete schedule on December 31th, 2012 and started the “Electronic based of energy saving, and paperless program” on January 25th, 2010 to reach the following goals: 1: Fully expand and implement electronic based system for public documentation and the reducing the paper use by 30%. 2: Implement information system for all governmental agencies in order to achieve the goal of utilizing electronic system for all transactions and online documentation. The knowledge of the use of electronic system among varies among different users, we were aware that this might present a potential problem that may affect the efficiency of document processing via our electronic system. We introduced the DeLone and McLean information system as the basic structure for the electronic system, using Computer self efficacy as an experiment in order to achieve the high quality and efficiency of the computer information system. The E-Lan country government employees conducted surveys using Computer Self-efficacy to analyze and study the how the role of Computer self efficacy plays in the process of the reform of computer information system and how they successfully influence or interact with each other. We concluded that the quality of the system, and the quality of the information, and the product service apparently affect the government workers/users’ satisfaction, which also subsequently affects the efficiency of our daily work performance of them. However, we also concluded that the interaction between the above mentioned three qualities, the Computer Self-efficacy, and the different levels of satisfaction among different workers are not necessarily relative.
