It gets lots of attention of the enterprise that eager to improve their strength by this cutting-edge information technology. The world’s leading companies, such as IBM, are trying hard to develop and adopt cloud computing service to gain the benefits of lower cost and fast-to-market. On the contrary, most companies in Taiwan took a wait-and-see attitude, and miss the timing to get advance in business competition. Look into these unreasonable behaviors, the only reason should be that the factors to assess cloud computing service adoption are too many and too complicate. Therefore the companies want to adopt cloud computing service cannot evaluate the impacts. Therefore, we want to build a simple and complete framework by study the former researches, and help the companies to evaluate the impacts of cloud computing service adoption by cost. The first step of our framework is reviewing business objectives and setting service level requirements to clear the reason adopting cloud computing service and the assessing basis. Second, compare the TCO(Total Cost of Ownership) and TCOR(Total Cost of Risk) of cloud computing service to the other information technology solutions. This step helps the companies to assess the impact caused by cloud computing service, and see if cloud computing service brings more benefits than the other information technology solutions. We propose a former case study. It can be seen the benefits of our framework from the comparison to the framework used in the case study.
