The 2011 EU-Taiwan Trade and Investment Factfile shows that Taiwan is the 12th largest importing country and the 22nd largest export market of the EU. It can be learned, the enactment of the EU environmental directives must deeply impact electrical and electronic industries in Taiwan. This thesis focuses on a domestic leading brand electronics distributor (referred to as the case company) to carry out case studies. The existing green supply chain management system functions are divided into four dimensions, "Green Policy" - the green management requirements to develop the program; "Green Partner" - vendor information reporting audit personnel data verification procedures; "Green Materials" - materials and parts to meet all the requirements to become green materials and parts required to state sent to the heterogeneous systems and follow-up materials and parts of the audit process; "Green Report" - green output reports provide customers or internal audit use; by means of expert interviews, the use of green supply chain management system, based on inquiry allied to this field with years of experience of experts to identify problems with the existing green supply chain management in the face of communication part of system functions, and then propose appropriate management programs to strengthen the existing capabilities and simplify the communication and coordination of operating procedures, and finally to the scenario analysis and Fuzzy Delphi Method to validate and construct a prototype system, let the results can be case as the improvement of reference.
