This study attempts to understand the logic of the selection of policy instrument in cultural and creative industires with a cross-sector governance perspective, and further, the New Taipei City is chosen as the study case. Documentary analyses and in-depth interviews were conducted as the major methods. First of all, this study established the research framework with five main dimensions, which include: collaborativeinteractions, the role of cross-sector governance, demands and supplies of policy instruments, and future development of cross-sector governance, by reviewing cross-sector governance literatures. In addition, the influential factors of policy instrument selection and the selection criteria were also taken into account. Next, the policy stakeholders in the public, private, and non-profit sectors in the New Taipei City were interviewed. Respondents’ viewpoints in cultural and creative industry policies were analyzed by qualitative techniques. The results find that, regarding the development of cultural and creative industires in the New Taipei City, first, contracting out is the major cross-sector collaboration model by which the collabotative relationship across sectors is quite weak even the local government plays multiple roles in the process. Second, there is a significant gap between the “demand,” expected by cultural and creative industries workers, and the “supply,” provided by the government, in terms of the selection and implementation of policy instruments. Especially, political consideration is found as the dominating factor when the government is making selection among available policy instruments. Finally, this study suggests that the development of cultural and creative industry policies needs an integrative mindset which can align the efforts across government departments.
