Summary:碩士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 100 === In order to protect the interest of the public sector temporary staff, strengthen the relations of employers and employees, promote the country's overall economic and social development, understand the needs of temporary staff, and to grasp the pulse of labor relations, announcements will be made to the public sector concerning use of temporary staff that has not been employed according to law, and which Labor Standard Law is suitable for use, so their basic rights and interests has more precise specification and security. However, this has also resulted in the highway toll station scheduling system impact and change. The purpose of this study is to implement labor laws, improve the scheduling system of toll collectors, provide scheduling strategies and methods, and by using practical experience and innovative reform, to provide future public sector organizations in promoting scheduling operation structure that has both academic and prescriptive value. Speaking on scheduling system, both in the public and private sectors on the whole, all have commonalities. They have common values such as implementation of labor laws, improving service quality, as well as valuing fairness and emphasizing efficiency. Through competing value approach, this study believes that the key is building a good scheduling system and implement regulation, to address “management system", "labor relations", "service quality", and "austerity spending” problems, and to seek an appropriate balance on all parts. Study found that “scheduling system” is the core problem of public sector implementing the Labor Standards Law, and also causes common problems in manpower, work hours, budget, and system. And the key to solving scheduling system is in "working hour management." In other words, the public sector must establish a fair and reasonable working hour standard, improve scheduling system, so that manpower deployment is more flexible, implement policy objectives, and win the trust and support of staff. At the same time, establish a good scheduling system, humanize resources, implement the law and regulations, protect labor rights, solve scheduling problems, improve organization and management system, and economize overtime expenditures, and provide quality public services and other functions. The research propose that whether public sector or private sector scheduling system, all should take into account the organization management features and work requirements, improve days-off system, promote work morale, to reduce dangers that lie in the duty, maintain physical and mental health, strengthening the relations of employers and employees, and stabilize labor relationship. Using this research to highlight the function and importance of “work hour management” and “scheduling system", and to provide scheduling system improvement direction and suggestions for future public sector work hour management planning policy reference.
