Summary: | 碩士 === 世新大學 === 行政管理學研究所(含博、碩專班) === 100 === For the Postal Service, faced with the challenge of a new era, how to effectively integrate various resources and existing results, under policy support, through various level of reorganization policy to enhance operating performance, in the mean time, to maintain its public character, are actually key issues for study of Postal Service reorganization. In response to external and internal dramatic change situations, with the consideration factors of mass society expectations, sustained postal service operation, and the necessity of postal service to have mission of pubic service, the current phase of reorganization of Postal Service has become imperative. The study employs Chunghwa Post Company as study object, adopts qualitative study, where mainly uses literature analysis, comparative analysis, and participant observation methods, so as to put forward results and proposals of the study. In the study, it is found that the reorganization of Chunghwa Post Company should obtain balance between “whether organization development and confronted issues can be solved” and “transformation difficulty”, and specific to the angle of “Postal Service should have mission of public service” needs to be considered and analyzed, above are the most pragmatic approaches.
According to the study results, the following proposals are suggested: 1. To actively promote modification for postal service related regulations. 2. To actively develop vertical business of logistics, so as to enhance synergy, and beneficial to development of postal service itself. 3. To plan and formulate the accounting of performance and bonus for practicable to individuals, so as to enhance business performance and service quality. 4. To strengthen internal control concepts and employee’s legal sense. 5. To take its part in business social responsibility, and actively feedback to the society.
