He has held the titles of General Secretary of the Communist Party of China, President of the People’s Republic of China, and Chairman of the Central Military Commission, succeeding Jiang Zemin as the chief of the fourth generation of leadership of the Communist Party of China. Hu’s political philosophy during his presidency is summarized by three slogans — a “Harmonious Society” domestically and “Peaceful Development” internationally, the former aided by the Scientific Development Concept, which seeks integrated sets of solutions to arrays of economic, environmental and social problems, and recognizes, in inner circles, a need for cautious and gradual political reforms. There are traditional security and nontraditional security interacting mutually and have made the national security more complicated; consequently, Hu has addressed the “Harmonious Theory” to construct the “Harmonious Society,” “Harmonious Cross-Strait,” “Harmonious Periphery” and “Harmonious World” to respond to his national security perspective and strengthen China’s status of great power internationally. Hu has capitalize “Harmonious Theory” to consolidate the environment of national security and this is politically strategic; therefore, Hu has given PLA new missions which are “Three Offers” and “One Application;” namely, they are as follows: to offer the guarantee for the consolidation concerning the reins of Communist Party of China; to offer the staunch and rigid security for the national development during the significant strategy era; to offer the powerfully strategic support for the expanding national interests. Hu has defined these as PLA’s “historic missions in new century” and asked that PLA is capable of accomplishment; meanwhile, Hu has indicated that what PLA suffers from is hardly able to win local wars under conditions of informatization or high-intensity, information-centric regional military operations of short duration, hardly able to combine with military capabilities and execution of new missions. That is to say, PLA has to reform in military affairs as known as reformations in military affairs or so-called RMA. Owing to the new missions of PLA, the roles that PLA plays are adjusted at present and the roles are respectively “the guardian of internal equilibrium,” “the defender of homeland security,” “assistant of economic construction” and “the participator of harmonious world”. U.S. DoD has published Military and Security Developments Involving the People’s Republic of China 2012 on 18 May 2012, which announced that “the capability of PLA is getting better day by day and PLA is going to conduct the new historic missions beyond tradition;” moreover, it also claimed that “the roles of PLA are way beyond the tradition such as defending territory or else, but the execution of the new historic missions”.
