碩士 === 國防大學政治作戰學院 === 政治研究所 === 100 === In the 21st century, an era of globalization of knowledge economy, the social form tends to show its new appearance during the process of economic globalization. Various social forms, from life styles, nature of work, company orgainzations, political and economic systems to social conventions and cultural orientation, are all undergoing continuous changes with the development of globalization. The military and social relations in Taiwan are no exception. The social form in Taiwan had focused on the military during the Period of Martial Law Rule since the Nationalist government moved here while the civil society in Taiwan started to develop briskly after the Martial Law Rule was lifted in 1987. The national army, experienced from the Downsizing Case in 1997 to the Streamlining Program in 2004, has been already on the road to nationalization of the armed forces, which indicates that the national army has developed from a despotic army to a democratic one showing the significant progress of relations between the army and society. Owing to the globalization, the exchanges and connections all over the world tend to be more extensive, deeper and quicker, reflected in the enhancement of economic, political, social and cultural relations worldwide. Moreover, fueled by information and communication technologies, the influence of globalization will reach every corner of the human social life. In the past, globalization was the symbol of hegemonic mainstream culture which penetrated into different cultures from top to down. However, currently, localization, which can make full use of its unique positions to display its own styles, starts to appear on the world stage from bottom to top. Under such a situation, the organizational culture of the army also begins to transform. Hence, this paper, taking the organizational culture of the army as the principle, discusses its formation, transformation and shaping and then proposes the connections between the organizational culture of the army and localization to serve as the reference to the study on how to strengthen the spiritual power in national defense.
