This study was conducted primarily based on literature analysis of relevant academic reports and materials. There are three focuses in this study. One is placed on the introduction of child reading development theories and the effects of the life environments on reading ability. The other is on the development, execution, and outcomes of Bookstart, the first reading project conducted in the United Kingdom, and the effects that Bookstart brought to Taiwan since it has been implemented. Last but not the least, we took a closer look at Lesestart to see how this project was developed, implemented, and qualitatively and quantitatively evaluated in Germany. The results of the Lesestart project will serve as a valuable reference for improvement of the Bookstart project in Taiwan. After PISA and IGLU, two international reading ability assessments, are conducted, the reports showed that the German student achieved only the medium range in the assessments. Germany is therefore forced to face numerous challenges and criticism from different fields. In recent years, in order to improve reading ability of German student, the authorities attempted to set up many reading programs, most of which are provided to children already in school. Yet, before the infants receive formal education or formal learning, they already start learning reading. Reading is the beginning of the learning and also the essential key to knowledge, leading infants or children to the window of the world and developing their cognition, language, logical thinking, and other abilities. Having realized the importance of reading for children, the German government followed the British to put into practice the project “Lesestart- Mit Buechern wachsen” in Sachsen in 2006. In this study, we took Lesestart in Sachsen as the main example, and elaborated the execution of the project conducted by the authorities, the improvements that the children demonstrated, and the evaluations the participants made. The research results of the Lesestart project would provide insightful suggestions for us when executing the Bookstart project in Taiwan. This assessment research concluded that this program showed positive outcomes. “Lesestart - Mit Buchern wachsen” helped families with children in Sachsen recognize the importance of children receiving early reading training and enhance the numbers of parent-child reading sessions and use of libraries. This program indeed had beneficial influences to reading behavior of families and children. In this study, Lesestart has been planned and arranged in the federal governments in Germany. The distribution of reading packages that has been launched will be completed in subsequent phases in different areas. In order to help citizens understand and support “Bookstart,” the German government delivered various promotional activities and channels, integrated external resources, and established an exclusive website with the latest information.
