The demand functions for large and small passenger cars and large and small trucks are estimated. The time cost is considered to include the interaction between road users by passengers and freight traffic. The road users of various origins and destinations are levied the optimal congestion tax according to the marginal cost pricing. The change of the traffic distribution and the impact on social welfare before and after the tax are analyzed. The results show that the impact of congestion tax on the traffic of small passengers is the largest due to the ratio of small passenger traffic to total traffic is larger than the ratio of other traffic. The small passenger traffic is thus significantly decreasing. Large truck traffic and small truck traffic are lightly decreasing. Large passenger traffic is almost not influenced due to the large value of the sum of about twenty passengers’ willingness to pay. Finally, simulation analysis for various values of parameters is made to explore the traffic flow and congestion tax rate.
