Evergreen Plaza Hotel, an authorized corporation by Leisure Business Division of TSC (Taiwan Sugar Corporation), was selected as the study case in order to explore the key successful administration factors based on the perspectives of public-private partnership, style of leadership, and organizational culture. A total of twelve samples including Senior Directors of Evergreen International Corporation, Senior Directors of Leisure Business Division of TSC, in-service staffs, and laborers of Evergreen Plaza Hotel, and have had practically involved in enterprises’ planning, decision-making, and operational management were interviewed by the study. The study results indicated that: 1. The administration model of an authorized corporation by government-owned enterprises lied in several critical factors including public-private partnership, leadership style, organizational structure, and organizational culture. Leadership style may affect the formation of organizational structure and organizational culture, and furthermore, the performance of public-private cooperation model. Therefore, once a highly-esteemed enterprise brand and leadership style was chosen, a preferable organizational structure as well as a favorable organizational culture can be proposed to achieve the goal of strategic integration. 2. A successful administration model relied on the concept of public-private partnership, which was mainly constructed by the affective factors of organizational financial performance, leadership style, common consensus, meeting system, operational transparency, and goal congruence. Not only leadership style played an important role for maintaining enterprise’s high financial performance, multi-functional and multi-skilled workforce, clarifying object task, transparent decision-making, and systematic meeting regulation were also the key factors to build up a well-developed organizational culture. 3. “Positive performance” was a key element to evaluate a successful administration model. The revealed performance generated from the formation of organizational structure and organizational culture were mainly affected by a specific leadership style, and then resulted in several positive performances such as sustainable management, profits, customer satisfaction, social assessment, market reputation, training program, and social responsibility. 4. Government-owned enterprise was able to transform into diverse industries via private enterprise’s outstanding brand image, leadership style, and expertise. Not only can it fit the policy in the revitalization and cultivation of public-owned recreational industries, but also can create more job opportunities which resulted in revitalizing national economy and changing previous stereotype of government-owned enterprises.
