The question investigation was focused on Optical industry in its own suppliers and buyers, and analyzed with dyadic data from customers and manufacturers in Taiwan and China Mainland; the total valid samples are 166. Contrary to the good will trust and affective commitment in this research results show that the capability trust have significant influence on technology development, and it indicates that investment in ten billion projects must have constant consideration for company to make strategic decision to gain extremely profit in Optical industry. Cooperation between suppliers and buyers must have solid commitment and it is not swayed by someone's emotions.
