What was lacking was a wide-ranging discussion about contingency options and strategic uses of parking management policy instruments under alternative circumstances. In an era when economic competition among cities has become just as important as competition among countries, Taipei needs to consider all the available options for accommodating an increasing number of motor vehicles on a limited amount of road space. It will be necessary to contingently use all the available parking management strategies and policy instruments to solve the growing imbalance of parking supply and demand. In this way we may improve the parking order and establish a better-organized traffic environment. The future competitiveness of Taipei City depends on how today's planners respond to this harsh challenge. This research examined many documents related to parking management, and identified a total of 22 different parking management policy instruments, including 17 instruments adopted by Taipei City and an additional 5 instruments so far only adopted abroad. Then, an Analytic Hierarchy Process (AHP) was used to apply 3 assessment criteria - "economic efficiency", "administrative efficiency" and "public identity", to obtain the relative weight between the available instruments and 4 general parking management strategies under a variety of circumstances. The four general strategic approaches were "suppression of parking demand", "imposition of parking enforcement", "increasing parking supply", and "improvement of management effectiveness". Thus the thesis attempts to analyze and select the best parking management strategy for Taipei City and the best policy instruments under a variety of strategies, and then to propose specific recommendations. In summary, the study considers many different options and strategies and identifies the parking management policy instruments that coordinate best with Taipei City's traffic characteristics. It concludes that highest priority should be given to the strategy of increasing of parking supply, and that new parking spaces should be built via engineering methods, but that attention should also be given to using the existing spaces in more efficient ways. To improve the problems presently faced requires the use of different policy instruments under different circumstances. A flexible system of policy response can adapt to unforeseen changes over time, and elevate the practical efficiency of parking management. As the increased difficulty of getting a parking space begins to constrain Taipei's urban development more and more seriously, we hope the parking management authorities in Taipei City will respond by replacing the rigid mix of policy instruments with a more flexible approach. By identifying the best mix of individual policy instruments associated with each parking management strategy, it is ensured that Taipei City will continue to improve its urban competitiveness in the fierce global competition between major cities, and move closer to its goal of becoming a world-class city. 林忠山 2011 學位論文 ; thesis 236 zh-TW
