This research was focused on policy revolution between China central and regional governments within the “one country, two systems” situation and through the case study about the transfer of sovereignty over Hong Kong from United Kingdom to China to investigate the relationship between central and special administrative region. This research was comprehensive research which mainly constructed with empirical research method and set the normative content for assistance. It was retroactive to the “one country, two systems” concept came from Deng Xiaoping in 1982, the transfer of sovereignty over Hong Kong to China in 1997, and the Hong Kong legislative election in 2010. The research was focused on Hong Kong because the research content timing was set from 1982 to 2010.
The research methods were conducted with references analysis, comparison research and in-depth interview. The research was focused on: (1) Analysis of the background, process and purpose of “one country, two systems” concept, and discussed the origin of special administrative region. (2) The division of powers of China central and special administrative region within the “one country, two systems” situation. (3) The relationship between China central and special administrative region. (4) Analysis of the role, function position and operation protocols of special administrative region government with the experience of transfer of sovereignty over Hong Kong. The final discussion was illustrated and evaluated the policy of “one country, two systems” in Hong Kong, and made some reviews and suggestions about the policy. There’s the special revelation and discussion of Cross-Strait relations and Taiwan by the Hong Kong situation and the analysis of relationship development of China central and special administrative region.
For the further research, it is advised to take Macao as an example to compare with the administrative system of Taiwan.
