Consequently, the ability to accomplish a task quickly and effectively becomes a competitive advantage. The present study found that in scout activities to establishing a temporary team within a short time was a common mode of team building. Such team mode fits this fast-changing era well and may offer organizations the required competitive advantages. In art performances, performing individuals or groups often deliver brilliant performances with insufficient preparation or rehearsals, which is usually described by the term—“improvisation”. The present study adopts this improvisation concept to investigate the fast team-building mode in scout activities. This research used the case of a non-private organization—the scouts association’s “Scouts of China Centenary and 28th Asia-Pacific Regional Scout Jamboree” as the main observation target. Through interviews, we found that the scout activities did not develop such team mode intentionally, but under irresistible factors. Two phenomena which led to improvisation were the most team members are strangers to each other and could not involve full time participation whereas activities need to cooperate. According to the above mentions, this study came out with seven factors that made improvisation come into being, which are: leadership styles, shared values, sustainable management, principles and methods of scouts, creativity and innovation, performance management, and personnel training. Drawing on the management literature, this study discovered that these seven factors were consistent with the concepts of exemplary leadership and learning organization from the leadership theory. Finally, the present study constructed a model of a fast-forming team which could improvise team in scout activities, and generate a practicable plan of applying this model to organizations or enterprises. In sum, how to establish a fast-forming team with improvisational capabilities? This study suggests that, to achieve this target, the key lies in organizations’ application of three main areas: leadership styles, learning organization, and vision & mission.
