Summary: | 碩士 === 國立臺灣大學 === 政治學研究所 === 100 === Ever since the 1970s, the Global Environmental Issue has became an important subject of International Politics Issue. In order to relieve the environmental threats, states ratifies international environmental agreements to protect global environment and natural resources. But, sometimes, it is in conflict with state’s interests to reach an impasse of international environmental agreement negotiations. To avoid the deadlock, this thesis analyzes the factors of international environmental cooperation by international relation theories.
The thesis focuses on the comparison of Montreal Protocol and Kyoto Protocol to examine the explanatory power of international relation theories on international environmental cooperation. The international relation theories are neoliberal-institutionalism, regime theory, two-level games, negotiation theory and liberal-intergovernmentalism. On the other hand, the thesis debates the difference of those theories by the factors which are “hegemonies” and “interests”. Eventually, the purpose of the thesis analyzes the factors of the formation of international environmental agreements, and examines which one of the international relation theories is the best explanation of international environmental cooperation.
