Summary:碩士 === 國立臺東大學 === 公共與文化事務學系區域政策與發展研究碩士班 === 100 === A Study on Local Intergovernmental Relations—Taking Yuli Township, Hualien County as an Example Student: Hsieh Ping-chuan Abstract The study aims to explore the factors that affect the intergovernmental relations of Yuli Township, Hualien County, and the intergovernmental relations when budget planningis under review and policy address andtownspeople representatives’inquiriesare undertaken, and the workable solutions to the conflicts and controversies existing between the local government and council. To achieve the purpose of the study, it is first through literature reviews to scrutinize and analyze local management regulations and the theories regarding intergovernmental relations, so as to base the ground for the theory of the study. Meanwhile, the study adopts the in-depth interviews of qualitative research to conduct the research, with a total of 8 subjects being interviewed, including 4 current members of the township officeand 4 incumbent townspeople representatives. It is hoped that, by so doing, the current condition of the intergovernmental relations of Yuli Township, Hualien County can be disclosed and the workable solutions to the conflicts and controversies of the local government and councilcan be discovered. Upon data processing and analyzing, the conclusions are reached as follows: 1. The factors that affect the intergovernmental relations of Yuli Township, Hualien County include the personal style of the local administrative heads, the interpersonalrelationship (like grudges or gratitude) among political figures, the ineffective efficiency of the township office, the lack of professionalism of such political figures and the system of election. 2. The intergovernmental relations when budget planning is under review: The right to financial supervision is seen as the most effective supervision by the council, and, when budget planning is under review, intergovernmental relations are not in a stressed condition, thus proving that the budget planning of Yuli Township is rational and effective, that the match fund of the infrastructure budget is viewed as a common practice and necessary, and that incidental resolution has value in itself. 3. The intergovernmental relations when policy address and townspeople representatives’inquiries are undertaken: The right to inquiry is a manifestation of the duty of thetownspeople representatives and therefore, when the inquiry is executed, the intergovernmental relations are more stressed with conflicts. Media can influence the emotional states of the inquirers and the inquired parties. 4. To build a negotiation mechanism is a workable solution to solving the intergovernmental conflicts and controversies. Keywords: Yuli Township, Hualien County, local intergovernmental relations
