Nevertheless, because of carrying with combustible fuel, the damage of harming environment, safety and health from any improper operation, handling or management during the process of fuel tank trucks; including loading, transportation and discharging, and consequently result in spill, combustion or explosion; which is much higher than other ordinary traffic accidents. Therefore, it is the most pressing matter of the present for operating managers to prevent, avoid and control the operational risk of fuel tank trucks. This study proceeded literature review which includes ISO 14001 environmental management system (EMS), OHSAS 18001 occupational safety and health management system, Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and ISO 31000 risk management standard, and also analyzed the jeopardy and risks to the environment, safety and health which caused by operation of fuel tank trucks. Assessing the risks in accordance with the procedure in turn of risk identification, risk analysis and risk evaluation, the study also implemented matrix analysis for ranking according to consequences of the order of severity and the probability of risk occurrence in order to acquire the results of risk assessment, attributes and countermeasures. The major consideration of EMS and OSHMS is the aspect of environment and the factor of risk respectively. According to the system thinking and organizational management principles, the study combined the risks of environmental, safety and health from fuel tank trucks with the mechanism of risk management and PDCA (Plan-Do-Check-Act) which is an iterative management method to establish the management system of environmental, safety and health. Moreover, we proposed related conclusions and suggestions of risk management decision making for reference.
