A matrix was constructed based on job mission and potential job competencies, also supported by Experts committee (of 10 experts)’s dedication and participation, researcher analyzed and compiled the “Questionnaire for Taiwan's International Tour Manager Core Competency” by utilizing secondary data linkage method together with Committee’s suggestion. Committee members suggestion were taken through two rounds of Delphi questionnaires, analyzed by importance to achieve consensus on indicators. This study identified 23 indicators of Taiwan’s International Tour Manager from 5 dimensions. By utilizing Analytic Hierarchy Process method, the core competence mode was constructed. Based on study findings that “Psychological characteristics” was the most important dimension which takes a weight of 28.7% and "Personality" occupies 26.6% of the weight ratio of the value which makes these two occupies a together of 55.3 percent of total weight ratio, and the importance of these two took more than a half of the proportion of the weight value. And obviously it indicates that "Psychological characteristics" is the most important factor of the potential functional aspects for the international tour guides of Taiwan, secondly followed by, also should not be ignored that, the importance of "personality". From overall weight distribution’s point of view that "Stress capability" takes the first place in these two dimensions, "Sensitivity" as the third, "Integrity and Law obeying " is the number 4 important, "Emotional stability" is the fifth overall , "Psychological health" as the sixth, echoed by the actual work of the Taiwan's International Tour Manager. At the second hierarchy analysis shows "Compression", "Interpersonal communication" and "sensitivity" for support are the top three factors of study which occupied a total of 27.9% of weight, Follow by "Integrity and Law obeying". And "Emotional stability", "Mental health" and "Professional learning" took 27.5% of total weight ratio, therefore we noticed that the total weight of the first seven factors was 55.4%, therefore, we may conclude that factors of these seven are the core competencies for Taiwan's International Tour Manager.
