This study estimated the weights of each indicator and made recommendations based on the findings for policy makers reference. This study adopted Stufflebeam’s CIPP evaluate model─Context, Input, Process, Product to develope the analytical framework of the dimensions, indicators and sub indicators. The study conducted a literature review, then established the graduates and post graduates study abroad programs indicators through the expert validity survey. The framework includes thirdeen indicators:overall environmental context, subsidies content, administrative and technical, support services ets.. This study assessed the relative weights of these indicators by expert opinions and“Analytic Hierarchy Process”(AHP) ,including consistence examination and priority vector. The results are that the most important indicator in input dimensions is support services; the most important indicator in process dimension is audit requirements; and the most important indicator in output dimension is personal benefit. Finally, according to the findings, some recommendations are offered for policy makers,future research, and the evaluater of study abroad programs to reference.
