碩士 === 國立臺北教育大學 === 教育經營與管理學系 === 100 === The purpose of this study is to compare the higher education internationalization strategies of Taiwan and China, especially focus on studying abroad and international student recruinting. This study applied document analysis to deeply investigate the higher education internationalization policies development, current implementation situation, policy results, and the problem of student internationalization strategies of Taiwan and China. Then based on Bereday’s comparative method in education, the study compared and analyzed the policy revolution, strategy goals, reward strategies, the content of reward strategies, supporting strategies and the policy results of Taiwan and China. It is hoped that the study could provide inspiration and contemplation for the development of student internationalization strategies of Taiwan higher education in the future. The result of this study is the following: the development of higher education internationalization is affected by politics and economics both in Taiwan and China; the goals of study abroad strategies of Taiwan include improving national competitiveness and promoting higher education internationalization; on the contrary, China focuses on the developing the high tech human resources; Taiwan depends more on reward strategies to attract international degree program students than China does; the sources of international students in Taiwan and China are both highly regionalized; however the regionalization in China’s has been gradually slowing down in recent years. The suggestions of the comparison are described as follows: building an official organization in charge of internaional education; setting human resources data base; rethinking the necessary of the obligation of returning to Taiwan after the education; enrolling international student strictly; bettering scholarship system; standardizing language capacity of international students; a good management of international students; emphasizing on advertising overseas; developing new programs to attract international students to study in Taiwan; incresing the working opportunities for internaitonal graducates inTaiwan.
