Abstract
The main objective of this research is to understand the implementation of the situation about digital opportunity policy in Miaoli County, analyze the learning results of local residents through the Digital Opportunity Centers (DOCs) in Miaoli County, explore the impact factors in the digital opportunity policy and formulate strategies to promote the effectiveness of the digital opportunity policy and DOCs in remote villages.
The research adopts document analysis, questionnaire surveys and individual interviews. Discussions and interpretations are conducted based on the three major elements, i.e. personal backgrounds of residents in remote villages, digital divide in remote areas and the effectiveness of DOC’s implementation of the digital opportunity policy, as well as 14 different aspects. The research results are as follows:
1. Regarding the digital divide situation of DOC residents in remote villages in Miaoli County, the aspect of information literacy is fine; in terms of the effectiveness of the digital opportunity policy situation, the aspect of learning is not bad.
2. DOC residents in remote villages in Miaoli County have sound information literacy, but still need further training in information application.
3.The digital divide of DOC residents in remote villages in Miaoli County differs in accordance with the residents’ background variables.
4.The effectiveness of the DOC’s implementation of the digital opportunity policy in remote villages in Miaoli County differs in accordance with the DOC variables.
5.There is a close relationship between the digital divide and the effectiveness of the implementation of the digital opportunity policy, that is, the less the divide, the better the effectiveness of the implementation of the digital opportunity policy.
6.Among all aspects of digital divide in remote villages, the aspect of “information literacy” can better explain and forecast the decrease in digital divide.
7.Among all aspects of the effectiveness of the DOC’s implementation of the digital opportunity policy, the aspect of the residents’ “learning results” can better explain and forecast the success and failure of the digital opportunity policy.
The author of this research provides 11 concrete recommendations to the Ministry of Education, Council of Indigenous Peoples Executive Yuan, educational administrative authorities, DOC and other relevant authorities as references for improving the digital divide of the strategies .
