BI systems can improve decision qualities and speed response to customers’ needs. It seems the promising solution for enterprises. However, software development problems have been major issues up to the present date. It appears that software development efforts still suffer from age-old difficulties of cost overruns, project delays, and unmet user needs. Therefore, we proposed a software project contingency model to reduce software development risk and failure. The objectives of this research are to identify risk factors of BI implementation, further to prioritize them so that enterprises can manage them well with limited resources; eventually to reduce implementation failures of BI projects and in light of BI contributions for enterprises. The research method is designed in three phases. We conducted a survey by distributing questionnaires to top ranking companies in Taiwan and applied quantitative method to perform data analysis. The empirical results reveal that risk factors skills mix, user involvement and training and software system design affect Fit requirement of BI system quality; risk management affects Fit requirement of BI system quality; IT surveillance affects Fit requirement of BI system quality. However, the degree to which Fit affects the contribution of BI implementation is insignificant. The contribution of the research would be that this is an exploratory research of BI implementation focusing on retail and services industries in Taiwan since implementing BI systems for enterprises are still at early stages in Taiwan. The solutions and recommendations regarding project risk management for enterprises which plan to implement BI systems to avoid project failure are proposed.
