碩士 === 國立臺灣海洋大學 === 航運管理學系 === 100 === Abstract Inland container terminals act as a crucial role in handling containers throughput for Keelung port, which cannot provide sufficient hinterland space for container operations within its harbor area. Therefore, inland container terminals provide that function for the storage, custody and container control, as well as management framework for container supply chains. Since the change of Taiwan’s industrial structure during 1980s, there are a lot of manufacturers move to overseas. Also, local industries face keen competition in international markets and thus resulted in decreasing container throughput in Keelung Port. Under such circumstances, inland container terminals in Keelung area face certain difficulties and need to works some strategies, including diversification, transformation measures, in order to maintain their operations. This research explore the operational environment of inland container terminals in Keelung area, the strategies for common development of Keelung City and Harbor, the operational and transformation strategies for Keelung Terminals of China Trade and Development Corporation (KTCTD), as a case study. It also analyzes certain issues relating to port and city cooperation, relevant legal problems arising from the common development of Keelung City and Harbor, as well as the solutions for KTCTD while developing strategies for upgrading its operational performance. It aims to provide useful reference for KTCTD and other terminals which also face similar difficulties. Keywords: Container transport, Keelung Port, inland container terminals, transformation strategy
