碩士 === 國立臺灣師範大學 === 運動與休閒管理研究所 === 100 === Based on the Offshore Islands Development Act, the research aims at providing an analysis on the conditions, pros and cons as well as the economic opportunities of establishing gaming industry in Kinmen area. The major subject of the research is the establishment of gaming industry in Kinmen. The outline of the research was concluded through documentary analysis, interviews, PEST analysis, and SWOT analysis, and was reviewed by experts to make sure its validation. Afterwards, interviews with business representatives in the gaming industry and tourism industry, and government officials in Kinmen area were conducted. Data collected were coded, categorized and the results are as follows: 1. With the implementation of Offshore Islands Development Act, government’s policy on gaming industry is getting clear, and referendum is expected to take place in all offshore islands. 2. Comparing to Taiwan Island, Kinmen has better geographical advantage to develop gaming industry, which is expected to attract mainland tourists, boost local tourism industry and increase job opportunities. 3. Singapore’s management on casinos can serve as a model for Kinmen area when developing gaming industry. 4. A well-organized management should come along with the establishment of gaming industry, and should let the investors decide if they want to invest. 5. Kinmen gaming industry will be promising if it has a well-knit plan and wins support from local people. Kinmen has been focusing on Heluo and Minnan culture, wartime historical sites, beach recreation and natural scenery when developing its local tourism. This research, however, suggests that if the government intends to develop gaming industry in Kinmen, it should offer a comprehensive plan to ease local residents’ doubts, while tourism recreation should be the priority and then is the casino. Furthermore, to separate different customer source from casinos in other nearby countries, the government needs to establish a tourism gaming culture that belongs to Kinmen, while it is important to build the bridge connecting Kinmen and Shiamen as early as possible. In this way, Kinmen area will turn into a true tourism, recreation, culture and sports island.
