In the fast tempo of basketball games on basketball courts, referees play a vital role; however, now and then, criticisms about basketball referees have been heard. Having been a basketball referee from a basic-level referee to an international referee for 14 years in total, the researcher hopes to put forward an optimized deployment strategy for basketball referees of our country based academically on systematic theory. For this reason, this study is to deal with the current system of the selection, training and employment of basketball referees in Taiwan in sequence, to compile the problems that the system is faced with and to present the follow-up strategy for the optimized deployment of basketball referees. This study was conducted through such qualitative research methods as participant observation method, documentary analysis, semi-structured in-depth interview, etc., with data collection from different sources, cross-checked and inductively compiled. The result of the research shows that the training and evaluation for basketball referees in Taiwan is lacking in systematical regulations, and that the license-gaining regulations of basketball referee seminar should be loosened in the authorized standard of the C class, and that the employment of basketball referees in the games of all levels should correspond to the equal ability of all referees. It is expect that The Chinese Taipei Basketball Association and the committees of all counties and cities should have actual achievements in regulating systems and regulations.
