It also attempted to analyze the difference in teachers’ perception of the operational strategies, functions of school teachers' association and school effectiveness in terms of different backgrounds. In order to achieve these goals, a questionnaire was devised on the basis of the theoretical framework from documentary materials and literature review. Then the questionnaire was distributed to 495 teachers of content subjects in 18 public junior high schools in Tao-Yuan County, and 330 of them were collected, with a valid rate of 66.67%. For data analysis, descriptive statistics, t-test, one-way analysis of variance and Pearson correlation were applied. The conclusions drawn from statistic findings are listed as follows. 1.The teachers' perception of operational strategies of teachers' association is not good. 2.There are significant differences among the history of school teachers’ association , school region , school scale on teachers’ perception of the operational strategies of their school teachers’ association. 3.The teachers' perception of operational functions of teachers' association is good. 4.There are significant differences among gender , position , the history of school teachers’ association , school region , school scale on teachers’ perception of the operational functions of their school teachers’ association. 5.The teachers' perception of school effectiveness is good. 6.There are significant differences among gender , position , the history of school teachers’ association on teachers’ perception of school effectiveness. 7.There is positive correlation between teachers’ perception of the operational strategies of their school teachers’ association and school effectiveness. 8.There is positive correlation between teachers’ perception of the operational functions of their school teachers’ association and school effectiveness. Based on the findings , five suggestions were provided for the schools and school teachers’ association.
