Methodology of this study is mainly semi-structural interviews in coordination with documentary analysis for information collection. The information collected is then analyzed in order to figure out current state of subject schools in implementing the mentor teacher program and the difficulty they encounter. In terms of research results and purpose, the following conclusions are reached: 1. Current state of implementation of mentor teacher program: The administrative units of schools transmitted information, select mentor teachers based on their state of ardor and seniority, select new teacher as partner teachers, conduct matching or allow the mentor teacher to decide based on multi factors, arrange mentor and partner teachers to work at common time and in same class. 2. Difficulty in implementing mentor teacher program The major difficulty is that mentor teachers and partner teachers do not have sufficient time for discussion and teaching observation, schools arrange the matches without taking grades and willingness of partner teachers into consideration, the personnel in charge of this program is not familiar with the content of the program which leads to difficulty in performing it and waste of time in writing documents. Based on the above findings, this research proposes suggestions for the educational authority, personnel in charge of this affair in schools, mentor teachers, and researchers of future researches. Educational authority shall strengthen the mentor teacher program, the personnel in charge acquaint with this program in order to implement it, schools conduct the match early through administration by taking various factors into consideration in order to arrange common time, and mentor teachers respect partner teacher to establish relationship of mutual confidence.
