Two questionnaires, “the questionnaire for experts in the carbon footprint of products and services” and “the questionnaire for directors and executives of the departments or divisions related to the carbon footprint of products and services” were constructed by experts for this study. This study investigates the requirements and difficulties of the light, heavy, high technology, and services industries with the ISO 14001 certification in the application stages and procedures established by this study for various industries to apply for the carbon footprint of products and services and carbon footprint label. The subjects were the directors or executives of the departments or divisions related to the carbon footprint in the enterprises with ISO 14001 certification. A total of 995 questionnaires were distributed and the number of valid questionnaires returned was 216. The return rate of the valid questionnaires was 21.7%. According to the results of the study, four stages (i.e. the initial stage, the product carbon footprint calculation stage, the follow-up operations stage, and the carbon footprint label application stage) and 21 steps were established. According to the results of the questionnaire survey on the directors and executives in the enterprises from various industries, the greatest advantage of the enterprises’ carrying out the PAS 2050 standards and applying for carbon footprint labels is their participation in the national and international movement of energy saving and carbon reduction; and the greatest difficulty is the increases in their expenditures and costs and therefore enterprises often do not take the initiative in applying for the certification or inquiring into it. This study found that the degree to which the fourth stage, the carbon footprint label application, should be put into action is the highest, followed by the first stage, the initial stage; and the degree to which the second stage, the calculation of carbon footprint, should be put into action is the lowest. Among the four types of industries, the degree to which the high technology industry should put verification of the carbon footprint of products and services and application of the carbon footprint label into action is the highest, followed by the heavy industry. For the degree to which each stage should be put into action, the degree to which the high-technology industry should put the initial stage, the product carbon footprint calculation stage, and the carbon footprint label application stage into action is higher than the services industry. For the follow-up operations stage, the degree to which the high technology industry should put it into action is higher than the light industry. For all stages and steps, the degree to which the high technology industry should put into action is higher than the light and services industries. As shown in the results of the study, experts, directors and executives all agree that the initial stage should have the top priority to be put into action.
