The study method is action research, with samples of 30 third-graders from Class A, Angel Elementary School, Taichung City; with reading materials of 7 articles including news reporting, editorial, legal knowledge and stories published in the Mandarin Daily News; And one reading lesson was the experiment take place on a weekly-basis, total of 14 weeks. Experiment was taken from heterogeneous grouping of third-graders, which dialogues between students and teacher, as well as among students was observed. And the study made conclusion depending on four reading strategies such as predicting, clarifying, questioning and summarizing, The conclusions are shown as follows: 1. Applied reciprocal teaching in third-graders for their Chinese reading comprehension, the teaching method included “predicting, clarifying, questioning and summarizing”; the pedagogy design was based on (1) the incentive system to induce students to learn, (2) multimedia to enhance students’ comprehension in abstract concept, and (3) interactions between teachers and students to improve the effect of learning . 2. Under reciprocal teaching instruction on reading comprehension, the students’ performance in both literal and inferential comprehension showed above average. 3. The difficulties derived from reciprocal teaching during the courses included: 1) insufficient teaching hours, 2) selected teaching materials may not match students’ Chinese proficiency as well as their life experience, 3) undiversified learning sheet design, and 4) lack of diversified teaching activities for various topics. In order to solve the above problems, the researchers adopted the following strategies:1) replace the Chinese Literature Class to increase the Reading Class hours, 2) proactively participated in compiling the teaching material and textbooks, 3) discussed experience and views with peers and experts, 4) selected suitable teaching materials, 5) designed open questions to change the content of the learning sheet, and 6) used Multimedia assisted instruction and increased activity experience courses. 4. Most students appreciated the Newspaper In Education (NIE) using reciprocal teaching instruction. As it not only developed the student’s interest and positive attitude toward learning, but also enhanced the students’ ability of reading comprehension. The author hereby submits the recommendations from the study conclusions as a references for related official or nonofficial organizations.
