A 2007 nationally representative sample of 1,338 women over 65 years of age were selected from the Taiwan Longitudinal Study on Aging database using a stratified sampling approach. The data were examined using chi-square test, t-test,Anova and logistic regression analysis to examine the relationship between depression and ICF variables. Additionally, representative sample of 289 women over 65 years of age suffering from depression (CESD >10) were selected, the discussed sample was combined with information on depression and ICF variables from 2003 and 1999 samples to investigate how ICF variable changes impacts depression in elderly women using generalized estimating equations (GEE). The analyses in this study provide the following observations: First, the depression rate of elderly women was 24.7% in 2007. Second, among the ICF variables, variables such as age,working condition , income condition, perceived health condition, residential areas, urbanization, number of chronic diseases, participation in social activities, emotional support, self-care ability, satisfaction with living arrangement, and satisfaction with current financial status all presented significant difference regarding the depression of elderly women.Third, among the ICF variables, variables such as education, perceived health condition, residential areas, number of chronic diseases, participation in social activities, emotional support, self-care ability, satisfaction with living arrangement, and satisfaction with current financial status all presented significant difference regarding the no depression of elderly women. On the other hand, ICF variables, such as, perceived health condition, number of chronic diseases, participation in social activities, self-care ability, satisfaction with living arrangement, and satisfaction with current financial status all presented significant difference regarding the depression of elderly women. Fourth, logistic regression analysis shows that perceived health condition, self-care ability, satisfaction with living arrangement, and satisfaction with current financial status were important predictors to the depression of elderly women. The combined factors have an explanatory power of 33.3%. Fifth, the GEE analysis shows that some ICF factors, such as perceived health condition, number of chronic diseases, self-care ability, satisfaction with current financial status, and satisfaction with current financial status, increased over time with the score of depression. On the other hand, ICF factors, such as participation in social activities, emotional support, will decrease the depression score with the time. By the time interaction, among the ICF variables, variables such as age, number of chronic diseases, participation in social activities, and satisfaction with current financial status all presented significant difference regarding the depression of elderly women. The depression score of suffering two kinds of chronic diseases is more depression in 2003 than that in 1999. The depression score of suffering three kinds of chronic diseases is more depression in 2003 than that in 1999. The depression score of participating social activities is less depression in 2007 than that in 1999. The depression score of being unsatisfied with the financial status is more depression in 2003 than that in 1999. Based on these findings, we suggest that the health department develop policies that provide an integrative service that accounts for the physical and mental health of elderly women and promotes a health improvement services, including promotion of healthy behavior and precautions for diseases common in elderly women, and encourage elderly women to take part in a healthy social life. This will allow elderly women to have more frequent interactions with people, improved living standards, and a lower rate of depression; there by allowing elderly women to achieve a state of physical and mental health.
