By factor analysis of the survey, the cognition of festival activity has two components: ‘economic cognition’ and ‘social culture cognition.’ The attitude of festival activity has ‘cognition’ ‘affective’ ‘behavior’ three components. The research adopts cluster sample to collect 172 valid questionnaires. The gathered data are analyzed by descriptive statistics, t-test, one-way ANOVA and pearson product-moment correlation. The major findings are as followings: 1.Elementary school teachers have high cognition about festival activity and positive attitude. 2.In the elementary school teachers’ cognition of festival activity, four teachers’ background variable, ‘age’ ‘years of working experience’ ‘teaching subject’ and ‘participated the research and study of festival activity,’ has significant difference. It shows that different background variable would affect the cognition of festival activity. 3.In the elementary school teachers’ attitude about festival, five teachers’ background variable, ‘age’ ‘residence’ ‘teaching subject’ ‘participated in festival activity’ has significant difference. It shows that different background variable would affect the attitude of festival activity. 4.The festival activity cognition and attitude are highly related each other. This study suggests that festival activity organizers integrate the related event into teaching as the basis of local culture development and go to each school regular for the related festival activity promotion and experience sharing. It is important to advance the festival event that teachers would have better understanding about the meaning of festival activity and increase them to participate in activity. The government departments and schools could hold the research and study of festival activity to advance the cognition of teachers and increase their intension of local festival event promotion. The result of study analyses that elementary school teachers are active about festival activity cognition and attitude. Schools which are in the area holding the festival activity of local culture could participate actively in the festival plan of community.
