Summary:博士 === 國立屏東教育大學 === 教育行政研究所 === 100 === The aim of this research is to construct the indicators of performance evaluation for the Yilan County Government Education Department base on the framework of balanced scorecard and to understand the current status of Education Department performance through empirical study collected from official of education & School Members in Taiwan. The research was conducted with experts’ talks, Delphi, and questionnaire in three stages. Stage one with expert’ talks, there were total eight practioners and education administration officers participating. Stage two with Delphi, it included six scholars, five education administration officers, six practioners that totaled seventeen participants. Stage three with questionnaire. A total number of 474 copies of the formal questionnaires were distributed to official of education & School Members and 395 copies of effective questionnaires were received, which allows the effective rate of return to reach 83.3%. In terms of empirical analysis, information collected from formal questionnaires was analyzed by employing four statistical methods-"descriptive statistics","independent sample t-test","one-way ANOVA"and"Structural Equation Model" in order to understand the status of performance evaluation for Education Department. Following conclusions were obtained in this research: 1.The indicators of performance evaluation for Yilan County Government Education Department base on the framework of balanced scorecard possess a high degree of reliability and validity. 2.The indicators of performance evaluation for Yilan County Government Education Department contain 4 perspectives, 8 indicators and 32 indicator innotations. 3.Overall performance evaluation for Yilan County Government Education Department are above the average level and partnership perspective and finance management perspective reveals to have the best outcome. 4.There is a significant difference about“gender”on official of education of performance evaluation for Yilan County Government Education Department. 5.There is a significant difference about“job title”on School Members of performance evaluation for Yilan County Government Education Department. Finally, according to the result of the study, the suggestions are proposed for education executive authorities and future study reference.
