Regarding “questions” as analysis unit, the research study adopts content analysis to explore the way both textbooks present their content. According to the results, in terms of the layout and content, Taiwan’s textbook uses real, local and international issues for the title page in an attempt to motivate students, while Finland’s applies these issues to math questions with percentage 2.7 times higher than Taiwan’s, which offers students more learning opportunities. With regard to the percentage and layout on the topic of decimal numbers, both countries’ textbooks put more emphasis on decimal arithmetic operations than decimal conceptions. Additionally, the layout of both countries’ textbooks adopts the spiral curriculum; level of difficulty increases with grade levels. The sample questions in Taiwan’s textbook explain the concept and operational process, presenting the entire procedure of problem solving. Finland’s textbook offers concept explanation and operations only in the part of key tips. With respect to the way questions are presented, questions in Taiwan’s textbook are concerned with conceptual knowledge, while those in Finland’s mostly pertain to procedural knowledge. As far as situational questions are concerned, the percentage of non-situational questions is higher than that of situational ones in both countries’ textbooks.
