There were few people on the earth previously so we could solve a lot of living problems with the large room. It didn’t need a plan. However, we need more detailed blue-print plan to perfectly use the space and resource while the population is bigger and bigger, and we have the habit of gregarious living. Therefore, one of the most important missions is to formulate the strategy of city plan for each international city.
In the process of city development and management, the strategy of city development brings about the directive, well-rounded, and long problem. It includes a lot of aspects, such as theoretical basic and selective target of strategy, and the way to carry out the strategy. The fundamental of every work in the city is the strategy of city development that plays an important role and has guidance function to the future development of city.
There are nine kinds of contents about public benefits, including health, safety, convenience, efficiency, resource saving, environmental quality, social equity, social selection and nacid. Thus, we regard the city development’s strategy of cities near the harbor in Pacific Area, such as Kaohsiung, Tianjin, Shenzhen, Busan, Kitakyushu, Kobe, Benson, Sydney, Melbourne, Auckland, as our case. We research the city plan of these ten cities, and we want to know if the city plan includes the nine kinds of public benefits. Through the analysis and comparison of case, we hope that we ca provide the consultation to the future city plan of Kaohsiung so that it can let Kaohsiung attract more people to move in. And, it can promote the industry development, convenient transportation, and Environmental sustainability. It also can let Kaohsiung be a top city near the harbor and build up the strength of international comparison for Kaohsiung.
