Then manufacturers purchase the recycled materials, they must deliberate the main consideration that whether their preferences and recycling operators are the same or not. This study provide the conception that uncovered market, assuming that the two recycling operators sequential enter the market, considerate that the environmental of the recycled materials for the purchase manufacturer, and consider the effect that the cost advantage of recycling operators to location distance. We discuss the best strategy for recycling operators. This study find several points. First, the cost advantage of the recycling operators will affect the intensity of competition between the recycling operators thereby affecting the difference in size of the recycled materials. Second, when the manufacturer is willing to pay the price if not higher than the production cost of recycling operators, the recycling operators may not make strategies for high environmental technology. Finally, when the first firm in the covered market, and the second firm sequential order to determine the optimal position, according to the increasing for manufacturer''s environmental preferences will choose the policy of high environmental technologies position, enable manufacturers to use recycled materials in the design and process, reduce environmental pollution.
