According to statistics on Moodle’s official social network, 58,000,000 users in 217 countries and 67,000 websites are using Moodle system in more than 108 languages. In Taiwan, there are more than 600 Moodle websites, and many advanced education institutes have adopted Moodle as their official digital teaching platform. In order to implement its digital learning certification system, assure digital learning quality, and increase public recognition of digital learning, the Ministry of Education approves digital teaching materials and courses and applications for certificates. As of 2010, there were 86 universities of 1299 distance-education courses awaiting approval. The effects were magnificent. Considering the cost and the customer factors, this paper reviews the functions of Moodle, tests the Ministry of Education’s checklist for its digital courses certificate platform, and proposes suggestions for improving the non-corresponding items. We explore the framework of the Moodle digital learning platform, add or modify notices and structures of inserting module functions, discuss the operation of SCORM course package, review the problems encountered when converting to Chinese, and seek solutions.
