An owner company L, which had a new plant under construction at the time of this study, outsourced the safety and health management task to a professional firm, since the company L lacks enough staff to cover all the needs for safety and health related matters. It was found the professional firm brought in a whole safety management system which complements the owner companies’ management well, and a good safety climate was formed under this unique chemical of the two companies, which becomes the objective of this research. A set of questionnaire was designed for the individuals involved in the construction site, and was given to personnel such as engineers, safety and health staff, site supervisors, and those who are in the managerial positions. After sifting through all the replies, only 73 effective questionnaires passed through the test for validity. As a result, the safety climate of this construction group was found to be best described with 7 major safety aspects which are the security commitment of the owners, contractors, choice, safety and health management systems, training, responsibility and communication, security environment, safety, attitude and behavior. The study also revealed that the owner’s commitment to safety is not affected by the contractors selected for the project as well as the overall safety condition of the environment, which has been proven to be helpful for the health and safety performance.
