sometimes need to harmony with the work schedule of people and government policy, especially the restored work after a
disaster and garbage cleaning work. The large-sized
machines and tools, vehicles, and facilities is also need to complete the cleaning work in a short time or a available period. The working environment is in a open and varietal space; therefore, it contains a lot of unsafe factors.
According to the report of safety department of EPB (Environment Protection Bureau) of Kaohsiung City Government, the number of occupation-accidents of district
cleaners are 162 from 2009 to 2011. The traffic accident on the way of working commutation and public affairs reaches to 54.76%, and the harmful accident of work is
42.58%. On the other hand, according to the report of EPA (Environmental Protection Administration) of the Executive Yuan, 33 persons are died during the working time.
Comparing the dead number of 39 persons from 2001 to 2005, the trend has been decreased, but the most of the acciodens is between the age of 40 and 59 (84.85%).
Before the combination of Kaohsiung County and Kaohsiung City, the average age of the latter is 54 years old and belong to the high risk group of occupation-accidents.
Therefore, the safety problem of clearance organization is worth to think, note, study,and improve.
This research focuses on the safety culture assessment of clearance organization among the three contracted district (Singsing, Cianjin, YenChen), contracted company
(Yun-Hong), and city-owned operation unit (LingYa). The safety culture scale has been established. The safety culture scale covers seven dimensions, and the samples come
from the members of the above three groups. The safety management effective index construct was built in accordance with the seven safety dimensions: Safety
Commitment(SA), Safety Involvement(SI), Safety Training(ST), Safety Attitude(SA),Communication & Reporting(CR), Leadership & Supervision(LS), and Environment&Equipment(EE). The seven safety dimensions is to investigate the different of the safety culture assessment between contracted and city-owned operation units. From the result,
we can take the appropriate action and improvement process to provide the management reference for the clearance organization. With the enhancement of the safety culture, the accidents can be decreased or avoided, and the image of the public sector and private enterprises can be upgrade, while their social responsibility can also be realized.
The results of the study show that the whole safety culture dimension of the three contracted district is better than city-owned operation unit and contracted company. It might be the safety action or training course easy to reach the propaganda effect due to the lesser members and duties. In the three contracted district and city-owned operation unit, the result show that low age has less safety culture knowledge. For the contracted
company, on the contrary, high age and low service period (below 3 years) has less safety culture knowledge. Furthermore, the high level of education has high safety
culture knowledge。
