With both the waters survey and the questionnaire integrated for comprehensive discussions, An appropriate sea area as the target for diversified fishery planning, extended marine environmental capacity, and added values around Dayanyu, Kinmen was chosen. Results of the study are shown as follows: 1. The waters in the southeast of Kinmen on which there were natural topographic barriers suffered from weaker northeast monsoon and were taken as a fishing ground for diversified fishery planning. 2. Flood strength is low, 1.10cm/s (or 0.02 knot); flow direction of 174.95° (south-southeast(SSE) and south(S)). The flood strength and directions had no adverse effects on operations to place artificial reefs, fishing gears such as set-net and cage, and the catches related to set- nets. 3. The conditions such as salinity and water temperature measured in the waters were within specifications and did not impact cage aquaculture and set-net fishing. 4. The inshore waters with more islets distributed were disturbed by rip current in the offshore current system which conveyed inshore sea mud to an offshore area and resulted in poor transparency of sea water. In general, it did not have much adverse influence on multiple fishing facilities. 5. It can be seen from the questionnaire that the top three problems deserving to be solved in Kinmen were “aged population in fishing village”, “no appropriate waters as a basis for development of fishery planned by the fishery authorities”, and “fishery developmentunderestimated by the government”. 6. It should be pointed that conditions such as scenery, marine environment and rich ecological resource for fishery along coasts of Dayanyu, Kinmen, were superior according to SWOT and TOWS analyses. The development of tourist recreational fishery in the waters will be prosperous in the event of the sea area effectively planned, the fishing rights defined by the government, the ecological conservation concept held by fishers, and marine resources with inshore tourist facilities integrated. 7. There were two major plans, offshore fishing ground and inshore waters, provided in this study based on the waters survey and the questionnaire : (1)offshore fishing ground including recreational platform (with a simple cage), oyster, seaweed and mussel beds, and ecological set-net; (2) inshore waters around Dayanyu and Chishan with excellent beaches for water sports like swimming, walking on wave, dabbling, and canoeing or around the northern beach of Dayanyu as one intertidal zone to collect calm, and play water sports. The diversified planning will effectively attract more tourists to experience various water activities, promote added values and contribute to local economy of fishing villages. Moreover, diversify eco-cultivation industry with commercial and tourist purposes, enhance marine fishery resources, drive local tourist fishery development and life quality in fishing villages, and create new opportunities of diverse marine fishery by integrating ecological set-net fishery and marine cage aquaculture were intended to develop at Dayanyu, Kinmen.
