碩士 === 國立宜蘭大學 === 建築與永續規劃研究所碩士班 === 100 === Summary Taiwan is located in the main path of West Pacific Ocean Typhoon, an average of 3~4 Typhoon may affect Taiwan every year. Aggressive Strong winds not only threaten people’s lives and property,but also comes with heavy rains caused flooding, landslides and worse disasters. According to statistics, flooding and typhoon caused serious economic losses every year, and major impact on the community. In addition, due to the high economic growth and rapid changes in social structure, large numbers of population and over use of natural resources plus the Greenhouse effect, the whole environment is out of balance, resulting in compound urban disaster. However, the release ability of variety disaster information, didn’t improved at the same time. The Vulnerability of people face the disaster increased, the ability of self rescue and help other’s awareness is weak, that is why the public excessive dependence and unduly on government’s disaster prevention and protection. In view of this, the regional plan of disaster prevention and protection has become more urgent and important for the needs of county and township area. Therefore, disaster management began to get more important in each country. But generally large- scale disaster management cut across different level of organization, involves a considerable amount of material resource and human resource, and complicated task of sending and cooperation, the communication and coordination always get more difficult between disaster prevention staff and organization, and so the integration problems have occurred. When a major disaster occurs, unsure how serious is the disaster and how urgent is the rescue is. All levels of disaster prevention and protection and business organizations, need to make a disaster prevention plan before the disaster happen. Standard operating procedure related to disaster prevention and resource. ( Equipment, human resource, material…etc). When disaster happens, can follow the contingency plan and emergency response procedures and grasp the situation at first stage to complete the rescue mission immediately.
