Face of the aforementioned challenges, Civil society on the other hand, new immigrants of today''s concern about issues of education, highlighting the aforementioned issue is not the responsibility of government can independently contract, the second sector and third sector invested in their children''s education to help new immigrants how resources should be integrated from the office or have is an urgent research topic. Quality words, non-profit sector of government and education for children of new immigrants into focus and resources to assist the integration feasible direction to improve the overall effectiveness of the use of resources, propose new immigration really solve the problem of their children''s education proposal, nine respondents in this study interviewer, which contains the central government, local government, school-related programs, new immigrant families and non-profit organization responsible person or contractors to carry out semi-structured interviews and found that:     the right of the central government through the concentration of immigrant children in a new way of distribution of educational resources for cities and counties to work together, and very few opportunities to cities and counties the performance of their views, relying on administrative supervision to supervise the conduct of local government, the central government no power to order local governments to implement education policy or not, the only resources available to assist local governments, as the demand for funding operations. However, on cross-sectoral partnerships at the local school only belongs to insufficient resources allocated under the self-help education and civil society organizations, non-profit educational organization and coordination of resources to help, and can not really do to fulfill their resource use. And with the needs of new immigrant families with the severity of the gap, so in the face of the new issue of immigrants help their children''s education, the central government should take the initiative with local governments and nonprofit organizations coordinated
