The Cooperative Models Between Social Welfare Organization and Tribal Community 共存共榮?社福組織與部落合作模式之分析 Pei-ling Lai 賴佩鈴 碩士 南華大學 國際暨大陸事務學系公共政策研究碩士班 100   When an external non-profit organizations or social welfare organizations with rich resources entering into an aboriginal tribe that still holds the rich tradition of custom and culture in a modern society, the former wants to promote community work in a cooperative mode; in between there comes the interaction, grinding, problems, friction and even conflict are bound to come to us which there are no necessarily mutual understanding and cultural context of thinking. Which model of cooperation between social welfare organizations and tribes, is the appropriate one? “Empowerment” with guidance means ; division of labor for the common goal of “Public-Private Partnerships”; or “Partnership” which is willing to coordinate each other. Under three modes of cooperation, what attitude or role-playing of the Organization, Tribe, and the Front Social Worker to adopt with in which we are going to approach. This study will investigate firstly on the successful case and not so successful one based on the Non-Profit Organization and Community in which they cooperate Community-Building, giving examples on Toumi-community cooperates with New Homeland Foundation, and Chungliao Long-Yan-Lin cooperates with Guo-Ran cultural workshop, to investigate the development of its cooperation mode in both cases, what kind of bias of the above three cooperative modes; then look back to the interactions between the objects of the study T social welfare organization cooperates with tribe during the industrial development planning process; and contrast another Zhi-shan foundation interacts in tribes in cooperatives with the tribal development works, among these three modes, which mode is more suitable, or in the different stages of community-development, if the cooperative mode of interact with each other synchronize to correction, whether there is a possibility of changing into a more effective cooperation plan.     The results from the investigation found, when social welfare organizations goes into the community / tribe to implement community work, as long as the Organization has a correct attitude, willing to let both sides sustained two-way interactive communication, transparent and equality decision-making process, regardless of which model is likely to be successful, the autonomy of the front-line workers and the flexibility of social welfare organizations that affected by the structure itself, it will bring variables for social welfare and tribe when they are to cooperate in community development work.     Finally, giving proposals and reminding separately to the Social Welfare Organization, Tribe and Front-Line Worker, including viewing and thinking-oriented when the tribe faces of resource, and follow-up the role orientation and cautions of social welfare organizations and front-line workers who want to do tribal service, this study hopes that the approach for the future front-line workers and organizations who wish to engage in related work, and for the tribe who even would like to establish cooperative relations with foreign welfare organizations, can have some reference or self-viewed indicators, to avoid making the same mistakes.
