Therefore, there are six purposes of this study: understand the present situations of elementary teacher leadership and teacher culture; explore the relationship between teacher leadership and teacher culture at the elementary schools, including the impact of their different backgrounds on this relationship; explore the relationship between elementary teacher leadership and teacher culture discuss the significantly prediction between elementary teacher leadership and teacher culture; provide results of this research to educational authorities, school administrators, school teachers, and future researcher for their reference.As stratified samples, 669 elementary school teachers in Miaoli County were randomly selected. Each was given a uniform questionnaire. As a result, 600 valid questionnaires were retrieved. The valid retrieval rate amounts to 89.6%. The data analyzed by mean, standard deviation, t-test, one-way ANOVA, product-moment correlation, stepwise multiple regression. According to the analysis and discussion upon this mentioned result, the following conclusions were numerated: 1.The teacher leadership of elementary school teachers in Miaoli County could be categorized as medium to high level. 2.The teacher culture of elementary school teachers in Miaoli County could be categorized as medium to high level. 3.None of the enquired background variables did impose significant difference upon teacher leadership at elementary schools in Miaoli County. 4.None of the enquired background variables did impose significant difference upon teacher culture at elementary schools in Miaoli County. 5.There is a high positive correlation between teacher leadership and teacher culture at elementary schools in Miaoli County. 6.There is a high level of expectation between teacher leadership and teacher culture at elementary schools in Miaoli County. Finally, based on the result of this research, suggestions are provided for educational authorities, school administrators, school teachers, and future researchers for their reference. Victor, C. C.
