However battleships are high priced and high-tech products, in response to various operational assignments and different operational environments, therefore the combat system must be exceptionally stable in quality to achieve effective performance from weapon and equipment capabilities to accomplish operational tasks. Domestic shipbuilding still revolves around main battleship, such as second to third echelon battleships and assisting ships, in exception of the project "Kuang-Hua No.1" built "Cheng-kung " class destroyer as a main battleship. In recent years the implementation of domestic shipbuilding programs often suffers through difficulties, even in court, creating a lose-lose situation for all sides, such as the domestic industry, the military and the government’s policy to a certain extent. Therefore, there has not been a large scale shipbuilding plan since the " Kuang-Hua No.1" program. Domestic shipbuilding programs have a routine using a one time purchase full scale construction process, so after the program is completed, follow on maintenance and quality improvement seems to be closed itself. But generally speaking, according to this policy purchasing ships from the domestic industry, the Navy serves a role as a consumer and operator, but seldom hears any feedback from them. This research hopes to understand what they want and pay attention to during a domestic construction program on both the “planning” and “construction” phases, utilizing quality expansion techniques, combining customer feedback into this policies, satisfying their requirements, becoming a reference for future, cooperating national defense and local business, establishing greater independence for acquiring military weapons, lowering cost and generating. Achieve the goal satisfying both the national security and benefits of the people through national defense development.
