This phenomenon inevitably affects the military SOF team members on their training, professional quality, and the task contented rate. In order to face the impact of future counter-terrorism operations, this study aim at applying the system dynamics, which is suitable to deal in dynamic complex issues, to explore holistic viewpoint, a view to identify the variables that influence the quality of personnel and training, to construct causal feedback map, to identify key factors, so as to take the better strategy and use resources effectively to improve the quality of the SOF team members and the task contented rate. There are some factors which affect the quality of military SOF team members, such as equipment fill rate, the instructors and the training hours, etc. Among these factors, they have causal relation, interlocking, and complex phenomenon. It is difficult to separate and discuss these factors individually. It should be analyzed based on systematic perspectives of holistic conduct. In this research, the training system dynamic model aims at the duty ratio (the ratio of core team members of SOF to general team members of the duty and trainees: 45%, 60%, 75%, 90%) and the purchase ratio (According to the number of established weapons and equipments to increase the purchase ratio: 0%, 10%, 20%, 30%) to conduct a individual and comprehensive policy analysis. The result shows: Using the individual duty ratio of 60% and the purchase ratio of 20% is better. Both duty ratio of 60% and purchase ratio of 20% is batter to the result of improving the supply and demand of the training system.
